Is the GEN1 brake indicator supposed to be 2-way?

I've moved the instrument cluster from a 91 LS into my 89 Raider.  While the vehicle and I are working on agreeing on how much fluid should spew onto the floor after I've "fixed" it, I'm testing out the electrical system after moving a lot of stuff over (cruise, headlight washer...).  I'm finding that the cluster's brake light is "bright" when the parking brake is engaged but at a lower intensity when it's not engaged.  Key is "on" but vehicle is off.  Is this the brake fluid check until it's started?  I've cleaned the switch at the brake and the connection from the parking brake to the cluster is working correctly.  I don't see anything in the FSM.  It is one of the few (only?) lights that has wires run to it instead of power via the circuit board.

Yep.   Float in the master cylinder resivour may be stuck.
